Why are hierarchical levels of an EA framework helpful in documenting an enterprise?

The five levels of the EA3 Framework are hierarchical and integrated so that separate sub-architectures are not needed to reflect different levels or functional areas of the enterprise. The architectural areas covered at each level are arranged to position high-level strategic goals at the top, general business services and information flows in the middle, and specific support applications and the network infrastructure at the bottom. In this way alignment can be shown between strategy, information, and technology, which aids planning and decision-making.
